Dr. Goldenziel’s award-winning scholarship focuses on international law, U.S. and comparative constitutional law, human rights, refugees and migration, lawfare, and information warfare. In 2022, NATO ACO/SHAPE Legal Office awarded her the Serge Lazareff Prize for her work as a scholar-practitioner of legal operations (lawfare). In 2023, she deployed with an elite Marine unit to the Philippines to advise on lawfare and information operations during the largest U.S.-Philippine binational exercise, Balikatan. She has helped establish Counter-Lawfare programs and activities at the US Indo-Pacific Command and other Combatant Commands and civilian agencies. She has received two Joint Civilian Service Achievement Awards from the Chairman of the Joint Chiefs of Staff for her work on lawfare and strategy.
Dr. Goldenziel’s award-winning research has appeared in the Cornell Law Review, the Harvard Journal of International Law, the American Journal of International Law, the American Journal of Comparative Law, the Virginia Journal of International Law, the University of Pennsylvania Journal of Constitutional Law, and the Arizona State Law Journal, among other scholarly journals. She has testified before Congress and briefed United Nations officials, world parliamentarians, and senior military leaders from 83 countries on her research.

Dr. Jill Goldenziel is a professor at the National Defense University-College of Information and Cyberspace, where she teaches future generals and high-level civilian officials from the US and 83 countries. She regularly advises military and government leaders on international law and policy. Through her consultancy, Jill Goldenziel Strategy, she advises corporate leaders on leadership, global threats, and business risk. She has spoken all over the world, including before Congress, corporate executives, and global leaders from 193 states at the United Nations. As an arbitrator, she has helped adjudicate multi-billion dollar investment disputes. She is a Life Member of the Council on Foreign Relations.
At NDU-CIC, she teaches courses in International and Constitutional Law, Leadership, Strategy, Lawfare, and Information Warfare to senior civilian and military leaders from the United States and allied and partner nations. Dr. Goldenziel holds a Ph.D. and an A.M. in Government from Harvard University, a J.D. from the New York University School of Law, and an A.B. from Princeton University. For six wonderful years, she was a Professor at Marine Corps University-Command and Staff College (Oorah!), Previously, she was a Climenko Fellow and Lecturer on Law at Harvard Law School, a Visiting Assistant Professor of Law at the Boston University School of Law, a Lecturer on Government and Social Studies at Harvard College, and a Research Fellow at the Harvard Kennedy School’s Belfer Center for Science and International Affairs. Dr. Goldenziel clerked for Judge Thomas Buergenthal (Ret., International Court of Justice) and Prof. William W. Park on three ICSID investor-state international arbitration tribunals.
Dr. Goldenziel was a Visiting Scholar at iCourts at the University of Copenhagen in 2022 and Scholar-in-Residence at the International Arbitration practice of WilmerHale in London in 2021. She is a member of the panel of neutrals for the International Institute for Conflict Prevention and Resolution, and a Member of the Chartered Institute of Arbitrators. Since 2016, Dr. Goldenziel has participated in High-Level Meetings related to the UN Global Compact for Migration and its implementation, including speaking alongside world leaders before 164 UN Member-States at the Intergovernmental Conference to adopt the Global Compact in Marrakech, speaking at the 2018 Inter-Parliamentary Union/UN Annual Inter-Parliamentary Hearings, and submitting draft language for the New York Declaration for Refugees and Migrants and the Global Compact for Migration. She spoke as the primary representative from academia at the 2022 UN International Migration Review Forum.
